and founding father
How we operate
The C.A.A. Christian Service Army is just that, and army. And we function like one too. However we use our own brand of structure for the organization. Rather then brash conformity, we promote individualism, and independant thinking. Our core command structure is inspired by military structure, and we have rules and regulations that our personnel must follow. But because the C.A.A. has many units, some of which are very specialized, the structure is not uniform throughout. Many units have sub structures tailored specifically to them, because of their needs and function. But all are the same in that they are positioned under Central Command. We follow a military inspired unit structure because it provides ease in personnel logistics and management, and makes it far easier to keep of track of where personnel are located, and how they are operated.
Like the army, we use ranks to denote personnel. Our ranking system is unique to us. The main ranking system is the "Army" system, which most personnel follow. However there are four varient ranking systems: Naval, Air, Ground, and Junior Academy. Each addresses specific and specialized personnel within the C.A.A.
We also require personnel to wear uniforms. The uniforms vary depending on role, status, unit, etc... But starts with the C.A.A. Basic Uniform. There are three reasons we wear uniforms. The first is the main reason, we stand for a cause, and we are unified in this cause. We want the focus of attention to be on what we stand for, not on us. So we wear the uniform to divert the attention away from our personal images, and towards the purpose we stand for. The second reason is proffesionalism, we want to look proffesional in all our endeavors and operations. The third reason is pracitcality. Many of our units are designed to be deployed into hazerdous situations, or for disaster relief etc. having a basic rugged uniform not only identifies our personnel out in a crazy environment such as a disaster site, but it also is practical in that all are equipped the same and thus are equally as effective as the next.
We are lead by a democratic Council, made up of the Black Commanders from the 7 main C.A.A. Units, as well as others. This Council makes all decisions regarding the C.A.A. and it's operations. All C.A.A. Units are under the jurisdiction of the Council, and they have final say over all that we do. It is their task to make sure that our operations and activities are in accordance to our overall mission, and in accordance with God's will.

The Christian Service Army
The Christian Service Army is to the Central Aid Agency, as peanut spread is to peanut butter. They really are two names for the same thing. Although technically the C.A.A. describes the organization as a whole, and the Christian Service Army is used to describe the unit structure under Central Command in which C.A.A. personnel are organized and catogrized by. All C.A.A. units follow the Christian Service Army strucuture, regardless of which Black-7 they are assigned.

Commissions
All personnel within the C.A.A. are Commissioned. There are two types of Commissions within the C.A.A. The first is the Junior Academy Commission for junior member aged 10 - 14, and limits what units you can join. Second is the general Commission which covers the entire C.A.A. and all of it's units. Commissions can be issued by any C.A.A. officer if they deam someone to be in accordance with the Elligibility Doctrine, and C.A.A. core principles, the Council must be notified when a Commission is issued. Commission personnel are then required to wear the C.A.A. Uniform and may then be issued further equipment upon completion of unit specific training.
Commissions are on a volunteer basis. They are not required to attend any public C.A.A. meeting, outing, project, or program. Sector meetings are open to the public, and also do not require a Commission to attend. Commissions just grant greater access to the C.A.A. structure, the C.A.A uniform, and make you officially a part of the organization, and all the benefits associated with that.
Officer Commissions are seperate and different than a C.A.A. Commission. Officer Commissions certify a Trooper to be an officer and that the Trooper has completed Officer Training. Officer Commissions must be earned, and are issued by the Council.
Sectors
The C.A.A. uses geographic service and operation areas known as Sectors. Sectors are tasked with carrying out C.A.A. projects and programs, and hosting the bi-monthly C.A.A. Sector meetings. They also must make sure that their operation does indeed benefit the community they are tasked with serving. Sectors act as the HQs for certain region-specific projects and programs, and act as home bases for C.A.A. units. Sectors are the way the C.A.A. operates. They are operated according to very specific standards to make sure that their operation is in accordance with the overall C.A.A. mission and purpose. Sectors are led either by a Sector Commander who is usually a specially designated and trained officer. The Council assigns Sectors, and leaders for them, and makes sure they are being operated correctly. Sectors can be led by anyone who meets the standards, and is willing to follow the guidlines. The more operating Sectors we have, the easier it is to reach out and serve more people.
All C.A.A. units and programs are Sector based. So rather then having one specific region, many units have groups or factions at many different Sectors. Units and programs are assigned to Sectors based on demand and resources of the Sector. Often times these other units/programs (such as SED) will have a meeting schedule adjoined with, or in a addition to the standard C.A.A. Sector meeting configuration. Units are Sector-based that way they are available to a geographically larger area, and thus can have more people involved overall. This is the general view the C.A.A. holds about Sectors in general. If we cover a larger area, then we are available to more people.
Good Stewardship
The C.A.A. exists to serve God, and be good stewards of the universe, it's inhabitants, and it's environments. We do not exist to profit from our endevours, which is why the C.A.A. is a non-profit organization. It all comes down to serving others, that's what we're really all about. Serving others also means serving future generations. This means being good stewards of the environment. The C.A.A. is therefore an active promoter of alternative/"green" energy. So much so that we even have regulations stating how C.A.A. structures are to be built and powered, and what materials can be used. And we have a regulation that all vehicles aquired/used by the C.A.A. must be run completly off alternative fuel sources within ten years of their aquisition (The time frame will diminish as adequate technology is developed). We are also actively involved in new green energy development. We want to maximize the effect we have on the people of this Earth, and limit our impact on the Earth itself.
Ministry
Our policy of Ministry is simple, it involves simple community service, and the support of other organizations. It is our belief that through volunteering, and bolstering the numbers of other organizations, then that is the best ministry there is. Without works faith is dead, we need to serve. There are many other organizations that need our help as well, so by volunteering for them, then we accomplish our goal, and help them accomplish theirs. We also support the ministries of other Christian groups, such as the non-profit radio group Air 1. Through Air 1 and others like them, God's will is done. We are just a part of the larger revolution, one small portion of the bigger picture.

The C.A.A. Council
The Council is how the C.A.A. operates as a whole. All major decisions such as personnel, finances, projects, etc... all go through the Council. The Council is made up of the Black-7 and officers appointed to the Council by the Black-7. These 7, and the other appointed Council Members work together to run the C.A.A. It is their job to keep the C.A.A. on track, and to assure that it is operated in accordance with the C.A.A. Constitution, and with it's overall mission.
The Council operates using a democratic system, voting is used on all issues. Once the Council makes a decision on an issue, Central Command issues the orders and sees that the proper action is taken. The Council is made up of the most devoted Christians and C.A.A. personnel. Because the purpose of the C.A.A. is to follow and serve God. If the command is divided up amongst many Christians, then it makes it easier to assure that the decisions we make are good, and in accordance to what God wants for the organization. The Council also handles enforcement of C.A.A. rules and regulations, enforcement of the Morality Code, and disciplinary action as well as Court Martials if neccesary. The Council holds final and absolute authority over the C.A.A. and how it operates.
The Council has a system to assure that it is not unconnected to the personnel of the C.A.A. It uses a technique called the Bulletin Board that allows normal personnel, including Civilian Ops personnel, the ability to bring matters to the attention of the Council directly. That way any issues don't have to go through any sort of proper channels, they take it to the bulleting board where the Council can review it directly. Complaints and suggestions are handled in this matter.
The C.A.A. Council is based in Sector 2, and meets at least once a month in person to discuss and decide issues. The way the C.A.A. operates issues are organized by a priority system, based on type and importance. These different priority levels determine how the Council deals with different issues. Lower catagory issues are decided via the forums or internet, while higher priority issues must be decided by physically conveneing the Council.
Council members are decided via the Council itself. They decide who occupies which seats, and members usually occupy their seats until they retire, or are removed. The reason we do this is the fact that we serve God. Our existence is only to do his will. Because of this we want the Council to be in tune to him, without him, we would fail, and there would be no purpose to our operation. Therefore Council members are chosen based on their strength of faith and character, rather then an amount of a vote of the organization. This system only works when you involve God heavily in the administrative process. There is also system of checks and balances in place, in order to avoid the possibility of corruption or power grabbing. Such as Council members can be impeached by a petition of their respective Black-7 Unit.
C.A.A. Joint Chiefs of Staff
The C.A.A. Joint Chiefs of staff comprise the Jedi Grandmaster, and two elected members of the Council. Their purpose is to operate the C.A.A. on a day to day basis, and to handle emergencies until such time as the Council can convene. They also are in charge of issuing emergency orders, and handling overall management of the C.A.A. when the Council is not, or cannot, convene. The Joint Chiefs of Staff are elected by the Council, from it's most active and dilligent members. The Grandmaster holds a permanent position as a Joint Chief of Staff. The Joint Chiefs also posses the power to vote for Council members who are either absentee, or missing, in order to decide issues in a timely manner. The Joint Chiefs posses the power to bypass the Council in emergency situations where swift action in deciding and passing issues is required.
The Black-7
The main Council is comprised of the Black-7 Commanders from the 7 main C.A.A. units. These units each represent a fundamental goal or focus of the organization, and therefore makeup the body of the Council. Because these units are each represented by a Black-7 Commander on the Council, they are designated The Black-7. Each Black-7 unit has a specific area or mission that it specializes in, and each has a specific mission, that together, helps further the overall mission of the C.A.A.
